The McDougall Report, authored by Gay J. McDougall, was submitted on June 22, 1998, to the UN Sub-Commission on Prevention of Discrimination and Protection of Minorities. Titled “Final Report of the Special Rapporteur on Systematic Rape, Sexual Slavery, and Slavery-like Practices During Armed Conflict,” the report argues that the actions of the Japanese military and government in establishing and operating “comfort stations” and mobilizing “Comfort Women” constituted violations of international law, urging the Japanese government to provide legal reparations and hold those responsible accountable.
